About the Owner of this Site: Roberto Piñón, P.Eng., P.E.

I am a Principal Environmental Process Engineer and Project Manager with 27 years progressive experience in water treatment, wastewater treatment, soil remediation and groundwater remediation. I have managed and executed a broad range of environmental projects in Canada, the United States, and Latin America. My project management experience includes time-and-material contracts with budgets of a few thousand dollars, to multi-million dollar budgets contracted under fixed-price, and fixed-price guaranteed contracts with milestone based payments.

For new environmental processes my engineering experience includes all project phases including: feasibility studies to identify the best technology for a project; bench-scale tests and pilot-tests to verify process performance, or to demonstrate a technology; design, which includes diagrams and detailed technical specifications; operations support, process startup, preparing operations and maintenance manuals and operator training; process upgrading and troubleshooting; and long-term operation and maintenance.

For contaminated sites I have assisted clients manage their environmental liabilities through site characterization; preparation of government ordered deliverables such as remedial action plans, sampling and analysis plans, and site closure plans; permitting of water and air emissions; health-risk assessments; regulatory support for permitting approval or closure; operations management; and reporting to clients and regulators. These services have been provided to global corporations, utilities, ports, oil and gas, and cities.

In the United States, my regulatory support experience includes support of CERCLA sites and support providing deliverables to the Environmental Protection Agency (EPA); permitting sites and regulatory support with the California Regional Water Quality Control Boards (RWQCB), the Department of Toxic Substances Control (DTSC), and South Coast Air Quality Management District (SCAQMD). Internationally, I have procured regulatory support to clients in Argentina, Brazil, Nicaragua, Mexico, and Canada.

I have extensive international due diligence experience which includes Environmental Site Assessments (ESAs; including Phase I and Phase II) executed in the United States and Canada. In Latin America I have performed due diligence projects to support international acquisitions and financing deals.

My fluency in English and Spanish and has positioned me as an engineer or project manager for projects located in Argentina, Canada, Brazil, Mexico, Nicaragua and the United States for Canadian, American Corporations and International Development Agencies.  I have a license to practice Engineering in Canada (Ontario and Saskatchewan), the United States (California) and Mexico.
